  Statement About elections of Georgian Academy of Medical Sciences

1. In Georgian Academy of Medical Sciences here are statuses of real member, honorable member and foreigner ones.

2. A member of Georgian Academy of Medical Sciences can be a doctor who has PhD degree in Sciences or equal one and has created a new direction of science which has theoretical and practical significance and he/she works productively in preparation and training programs in order to gain qualified scientific personnel.

3. The Academy can choose a foreign citizen as a member if he/she is a well-known scientific representative.

4. An honored member of the Academy can be a reputable old aged real member as well.

5. The number of members of the Academy of Sciences must not exceed 50 persons.

6. Timeline of elections is determined by the presidium; Notification about elections is released in press of the republic no later than 3 months before election;

7. The candidates may include following: scientific-research collectives of juridical rights, state institutes, scientific societies, associations a member of which is a represented candidate. Application must be promoted by majority of attendants. A form of voting is determined by representative institution.

8. Materials about new candidates will be sent to heads of executives of corresponding departments.

9. The corresponding department will discuss data about each candidate personally and in aids of latent poll by the majority of votes it chooses certain candidates and then they are represented on general session to be elected as real members. In these elections only real members can vote and take part in.

10. Elections of real, honorable and foreigner members are conducted in aids of latent poll. The general session is allowed to elect if 2/3 of real members of academy attends the session. In this elections members which are absent because of being on a mission or health problems must not be included.

11. The President of the Academy will introduce a list of probable members, conclusions about their achievements in scientific sphere, recommendations of department and other needful materials.

12. In elections of a real member a deciding vote in given to real members of the Academy only; A person can be considered as a real member of the Academy if he/she receives majority of votes.

13. For election of a real member bulletins are given to voters which include all surnames of candidates and along them there are written two sentences: “I am agree “ or “I am not agree” and real members must choose one of them. Any other marks are not allowed. 14. If in the first tour candidates could not collect needed votes and they managed to gain votes no less than half of electors or there are two candidates to be elected in a position, then the second tour of elections is conducted.

15. Votes are counted by counter board. Members of counter board are chosen by open poll among real members.

16. Protocols of counter board are confirmed by general session of the Academy and they are saved in Presidium along with bulletins. 17. Results are published in press of the republic.

18. A candidacy of honorable member and foreigner member must be represented by real member of the Academy and elections are conducted at general session of the Academy. The rules are the same as mentioned above

. 19. Scientists which are elected by previously discussed statements have all rights of membership of the academy and they are given the document and ensign.

20. Election of the President of the Academy occurs once in 5 years by the general session. A candidate can be represented by any academician or group of them. In case of alternative proposals, poll is latent. The future President must collect majority of votes but no less than half of them. If winner is not chosen if the first tour because of the same vote numbers of two candidates then the second tour is conducted.

I. General Regulations

1. Georgian Academy of Medical Sciences (later academy) is a social organization based on democratic principles, Georgian legislation and law which owes juridical rights.

2. The Academy has symbol, seal and bank account as well including currency operations. The location of the Academy is Tbilisi.

3. In the Academy there are real, honorable and foreigner members who have identical rights and they are elected by foundation session of the Academy. Number of members must not exceed 50 and elections must be conducted in case of vacancy only. A member of Georgian Academy of Medical Sciences can be a doctor who has PhD degree in Sciences or equal one and has created a new direction of science which has theoretical and practical significance and he/she works productively in preparation and training programs in order to gain qualified scientific personnel. The Academy can choose a foreign citizen as a member if he/she is a well-known scientific representative. An honored member of the Academy can be a reputable old aged real member as well.

II. Aims and tasks

4. The aims of the Academy is to create health care service in Georgia in accordance with international standards.

5. The main task of the academy is to elaborate all methods and means and implement them practically which will promote healthcare service in Georgia. Including: -Determination of priorities of medical science, elaboration of new scientific programs, provide implementation of them and practical realization. -Implementation of consultation-expert works with the government of Georgia and other lawful organs while making decisions of medical profile. - Determination of preparation of medical personnel and improvement of their degree in permanent regimen. -Provision with a material-technical base of international standards of medical sciences in Georgia. - Promote development of medical business and fond of medical science, development of scientific-publishing events, organization of information service and etc. - Provision of propaganda of medical achievements and utilization of them in practice actively. Conduction of scientific congresses, symposiums and similar events, also scientific awards. - Provision of social condition of scientists, doctors and other employees and protect their professional and social rights. -To found and integrate scientific, educational, commercial and other institutions in one unified system that will promote medical sciences in Georgia. -Promotion of elaborations between foreign and local scientific organizations, to share information with them by the way of interchange of specialists and other forms.

III. Structure of Academy and management

6. The supreme organ of the academy is the general session which is allowed if attendants are no less than 2/3 of real members. All issues are decided in aids of open or latent poll with majority of votes.

7. The general session of the Academy: -discusses and confirms report of presidium and program for future actions; -discusses and confirms budget of the Academy; -elects new members of the Academy including real, honorable and foreigner members; -elects the President, Vice-President and heads of departments which create the presidium of the Academy; -makes changes in regulations of the Academy;

8. The management organ of the Academy is the Presidium. It decides all issues which are not in the competence of general session; the Presidium is lawful if attendants are no less than 2/4. All issues are decided in aids of open or latent poll with majority of votes.

9. The President is the coordinator of the Academy. He/she conducts activities of the Academy and Presidium, represents the Academy while relationships with other juridical persons, signs documents, makes agreements and owes all right which are written in active legislation. If the President is absent then he is replaced by Vice President which represents the Academy with the Society and any other organizations;

10. Members of the Academy are elected by foundation or general session. A member of the Academy has a right to discuss and introduce any problem related with the Academy and require an adequate reaction. Members of the Academy make report about activities of the Academy. Honorable and foreigner members have all rights as real members do. I

V. Bases of financial activities of the Academy

1. Finances of the Academy are created by payments of founders, from scientific-manufacturing activities, educational or commercial ones or charity and others that are written in legislation. The Academy has a right to have movable-unmovable fixtures which are necessary for implementation of personal aims.

V. Abolishment of the Academy

12. Abolishment of the Academy occurs after the decision of general session with advantage of ¾ of total votes. Liquidation and distribution of fixture happen in accordance with active legislation.
